Two special commercial flights to bring stranded S'poreans home from Thailand

Im just thinking aloud...
Would singaporeans be able to buy single way tickets to Thailand via these 2 flights at a very cheap price?
It doesnt make sense to fly an empty aircraft there?
Why not fly some Merry Making Singaporeans to Thailand for a nominal fee of $1...
